DND should reject incoming calls

Description

When an user set "DND" mode, QuteCom sends a PUBLISH with content:

<status><basic>open</basic></status>
<note>do not disturb</note>

This is good, but in any SIP phone, DND means (also) "reject incoming calls". So I think that it makes sense if QuteCom rejects incoming calls with "480 Not Available Now" when the user set "DND" mode.
